PIERRE, SD (KELO.com) — The South Dakota Property Rights and Local Control Alliance will be holding a rally today at the Capitol Rotunda right after the 2024 Legislative Session gavels out. The group, made up mostly of property owners, is opposed to the recently signed SB 201, which supporters called the property owners’ Bill of Rights related to carbon capture pipelines. It transfers siting and safety regulatory authority from local governments to the state Public Utilities Commission. Rick Bonander, a volunteer for the group, says that power should remain with local authorities.
Bonander calls the measure one-sided.
The group needs over 17-thousand petition signatures to place the issue on the November ballot.
